Resource Management Settings missing

I am doing research on setting up the Resource management service in LDSD 7.6.2.  I followed the setup instructions in the Resource Management PDF but when I try to configure the Resource Management System setting, the section is not listened in the service desk console under settings->system->Resource Management.

Is there something special that needs to be completed in the config file to have that section appear to be able to set those settings?
