Lack of formatting in Details

Relatively new to Service Desk and wondering what people do for formatting text in Incident and Change details.  I have HTML turned on and have the toolbar, however, I'm annoyed by not being able to make an embedded list, or indent within this field.

3. to
   • make a list like this
   • but can't seem to find
   • an indent icon
4. within my toolbar

Why can I do it within this discussion area, but not within my own service desk?
