Probably not.  If your customers users are using integrated login, then you can get a very similar effect by forcing a KB search as part of the process.  That way they can log a 'search' (which will be an incident), the KB search will be done and the user can then indicate if it gave them an answer.  If it does, the incident is closed and if it doesn't it's left for the analyst to then handle.
