Raise User reverting to CreationUser

Hi

I have implemented  Request Mgt module and am using Raise User but although can change user on window, it's reverting back to CreationUser when saves. Can this rule be removed to do this?

Otherwise I have to create another user on object, amend my windows and all reports

Quick fix to above would be appreciated, if anyone knows
