It's not "by design" - we normally try to autofix a # of times, but I would argue that you will want to look into *WHY* we're continuously trying to auto-fix me.
Have a look at the client-side VULSCAN.LOG files (hint - run "vulscan e" to get an explorer window show you where they are) and look for this vulnerability. Whether it's a registry key and/or a file that's not up to snuff, there's got to be something that's triggering the detection (and thus the auto-fix).
Once you know WHAT the cause is, you can try hunting for the problem (this can range from Windows trying to constantly run restore points to people manually replacing files to over-zealous backup tools overwriting updated files and so on ...) ... short of it is - you see that the possible reasons are legion and will be specific to your environment and/or those boxes in particular (usually a combination of those two).
