I just received a final answer from Landesk support.

For ldms 9.5 SP1 the solution is to set the registry key HKLM\SOFTWARE\Microsoft\PowerShell\1\ShellIds\Microsoft.PowerShell
'ExecutionPolicy' to Unrestricted.
