In the Out of Box you do. What I would suggest is create a "Survey Frequency" attribute somewhere, create a new condition and set:
Frequency = BO.Frequency
Then in your code, replace the hard coded "10" with Frequency. Then when you want to modify that, you would just do it from the attribute and not within process.
This will mean you have to take process down once to put in your new condition... but that should be quick.
