Thanks for the explanation, I was able to duplicate your results and will have engineering look into that. In the mean time you will have to:
1- BACKUP YOUR DATABASE.
2- Look at the Package table in the database find the PACKAGE_IDN for the problematic package.
3- Delete the entries for that PACKAGE_IDN from the Package and Package_Relationships tables in the database.
That is a very dirty way to go about it, but it will remove it and then you can rebuild the package from scratch.
