I might be late to the party, but I think this is still broken in 9.5 SP2. I did manage to get it working by creating a Patch provisioning entry and selecting Scan only with the Scan and Repair...

I'd think so. Autofix is enabled by default in there, but I don't have any patches actually assigned to autofix. EDIT: Yup, just confirmed this works fine without autofix.

We had the same issue on a couple of our servers. It was caused by the disabled Windows Update Service. In our case disabled by a misconfigured GPO.
