Can we force end user to search the KB before creating an incident?

As titled.  Is there any option in Service Desk we can force the end user to search the KB before creating an incident? Thanks!

I've just updated Dave's SQL statement because it didn't have a "where" clause.  Without that it'd reset every password and not just SA so be careful if you've already taken/used the script!
